if it a new organisation the team is yet to set and people will pull in diff direction before they understand the vison and mission. in such case, a slow approach could be attempted and monitored for proper implementation.
if it is a running company some people may resist on the assumption of insecurity for their jobs. but if everyone dispassionately look at the strategy which would enhance the growth of the company there would be a better success rate. In both the cases, the top management should trust HR team to support them for counselling and achieving
